I recall from my days as Math/Computer Science teacher a lesson I learned from one of my students that transformed my understanding of learning. I tried - repeatedly - explaining a particular concept to this student, but each time he only replied "I don't get it". It was not until I devised an activity where the student had to use the concept did he develop a real understanding.
As a trainer and one who devises training modules, I stress the importance of activity in learning process. Too often, trainers or training modules equate learning to simply explaining the concepts. This results in a dull experience and, worst, little true learning.

During my time in grad school for Information Systems, I was surprised how many of my fellow master's candidates had little experience actually creating information systems. I came into Information Technology not just as a consumer but as an actual developer. Creating information system solutions is still a vital part of my offerings.
